Scenario review for three different cases:

1. Leave existing bulk and medical routes untouched; combine remaining 7 routes into 6 routes.

2. Leave existing bulk routes untouched. Create 2nd medical route by pulling accounts from existing mixed routes. Combine remaining volume into 5 routes.

3. Same as Scenario #2, but combine remaining volume into 6 routes instead of 5. This leaves additional growth capacity on the new routes.
